UTM governance
UTM governance is the enforced convention for tagging inbound links so that traffic source resolves to one value rather than to a family of near-duplicates.
UTM parameters are free text, which means without governance the same channel arrives as "LinkedIn", "linkedin", "li", "LI-paid" and "linkedin.com". Reporting then either undercounts the channel or requires a normalisation layer that has to be maintained forever.
Governance is a controlled vocabulary, a builder that produces links rather than people typing them, and a rule about which parameter carries which meaning. It costs a week and saves the attribution model permanently, which is why it is the cheapest high-leverage thing in the marketing operations backlog.
Where it breaks
Five spellings of one channel appear in the source report, and the paid-social number is wrong in a way that varies by campaign owner.

- A campaign hierarchy is the structure that lets spend and response roll up consistently, programme to campaign to tactic to asset, so reporting aggregates without manual mapping.
- Sourced vs. influenced pipeline
- Sourced pipeline credits the origin of an opportunity to a single first cause; influenced pipeline credits every qualifying touch, so the two must never be summed.

- The MQL debate needs an acceptance record
A recorded acceptance decision makes lead-quality disputes inspectable. It is a signal, not a complete diagnosis of demand performance.
